GENERAL INFORMATION:

NEW FIXED ROUTE BUS SERVICE

A new fixed route bus service operated by the Rockford Mass Transit District began servicing Belvidere on Monday October 24, 2011 with service through Belvidere and connecting to the rest of the RMTD network at the East Side Transfer Center.  The Route will make various stops in Belvidere including the Boone County Council on Aging, various spots along State Street, City Hall, the Ida Public Library and terminating at the Kmart located off of Grant Highway.

State of the City Address 2011

The Belvidere Fire Department periodically flushes fire hydrants throughout the year.  During the flushing process, the potable water is safe for consumption.  However, when flushing occurs in close proximity to your residence, the City recommends that you refrain from laundering clothing.

CITIZEN CORPS COUNCIL:

President Bush has called all Americans to volunteer 2 years or the equivalent of 4000 hours of service to their communities over the course of their lifetime. To assist the citizens of Belvidere in fulfilling that call, the City of Belvidere has established a Citizen Corps Council.

PUBLIC WORKS NEWS:

North State Street Rehabilitation Project - Construction Schedule

The North State Street Rehabilitation Project, from Fairgrounds Road to Appleton Road, will begin the week of September 26, 2011.  This project will consist of patching and sealing the existing concrete payment, placement of a 3" hot mix overlay (HMA) and installation of new thermoplastic payment markings.  William Charles Construction will be the contractor for this project.  Weather permitting, this project is scheduled to be completed by November 1st.  State Street will be reduced to one lane in each direction for the duration of this project.  The contractor will begin patching and sealing work on the two inside lanes then switch to the two outside lanes.  Once the outside lanes have been overlayed, the contractor will switch back to the two inside lanes to complete the paving.

All driveways should be accessible for the most part during this project.  Access may be limited from time to time while construction activities are taking place immediately adjacent to a driveway.

Hours of work for this project will generally be from 7:00a.m. to 7:00p.m. Monday through Saturday.

The Illinois Department of Transportation announces that weather permitting, construction work on US 20 between Rockford and Belvidere will begin on Monday, May 2, 2011. Rock Road Companies is starting work to complete the resurfacing of the 8.2 miles of US 20 from Farmington Way at Belvidere to the I-39 interchange at Cherry Valley. Last fall, the contractor completed the resurfacing of the eastbound lanes of US 20. Work this summer to the westbound lanes is expected to be finished by the end of August. Traffic will be restricted to one lane westbound. Motorists should expect short delays and should be alert for slow-moving construction vehicles entering and existing the construction work areas. Drivers are reminded to slow down and drive carefully through all construction zones.

SEWER BACKUPS:

Connection of storm water sump pumps to the City's sanitary sewer system is prohibited. Such connections quickly overload the system in severe rain events and may cause sewers to back up.

In the future, residents may receive notice to schedule an appointment for an inspection. Please respond within the time specified to assist the Department with preventing future sanitary sewer backups. If you have questions or concerns, please call 815-544-9256.

FINANCE INFORMATION

FISCAL YEAR 2011 (May 1, 2010 - April 30, 2011) BUDGET ADOPTED

On April 19, 2010 the City Council Approved Ordinance 54H, establishing the budget for Fiscal Year 2011 which runs from May 1, 2010 through April 30, 2011.  The Council did not pass a companion Resolution that provided a funding mechanism for the Budget by utilizing the City-Wide Street Reconstruction Fund (Utility Tax) to pay for certain payroll expenses.

On April 26, 2010 Mayor Brereton presented a power point presentation comparing the FY11 Budget to previous budgets and demonstrating the effect on the Budget if the City Wide Street Reconstruction Fund is not used to help fund the Budget.

2011 Annual Financial Report

On the 1st & 3rd TUESDAY of each month, Comcast will broadcast the Belvidere City Council meetings with the Committee of the Whole showing first, followed by the Full City Council Meeting. Turn on Comcast Channel 20 at 6:00 p.m. Replay includes the most recent Council meeting and the previous Committee of the Whole. On the 1st Tuesday, the replay will be the Committee meeting of the last Monday of the preceding month, followed by the City Council Meeting held on the 1st Monday of the current month. On the 3rd Tuesday, the committee meeting shown would be the meeting of the 2nd Monday of the current month followed by the Council meeting of the 3rd Monday of the current month.

The 2nd and 4th Tuesday are reserved for other community events taped by Comcast.
